Lockes greatest weakness as a commander is that Coram, the Undertaker has basically the same ability but with casual Commanders best color attached, while Locke gets points for Treasure synergies
Ramp Up Your Inkwell Ramp in TCGs (Trading Card Games) means playing more resources in this case, Ink than normal
As I say, there's a lot going on for a fairly high cost, and I struggle to see this card seeing too much play given the setup required to cast it for its Shift cost, especially in Ruby & Steel decks which typically skew far more aggressive
Your opponent still has agency over what they block with, so its not too devastating, but it could definitely be good with the right support
