Endless Atlas gives you constant card draw so long as you have three lands with the same name, War Room lets you pay one life to draw a card, and Minas Tirith draws a card so long as you attacked with at least two creatures

If the last time counter is removed from a permanent with vanishing and the sacrifice ability is countered, that permanent will remain on the battlefield indefinitely with no time counters on it

While its true that ThOracle can end the game as soon as it hits the field, most self-mill decks would combo out to draw their entire library and win the game with Laboratory Maniac or Jace, Wielder of Mysteries just as easily as they did with ThOracle
