Nothing wrong with some classic card-advantage-centric gameplay, especially in a format where other decks will actually run out of gas if you hold out long enough
Forcing your opponents to sacrifice 13 creatures helps get around indestructible creatures, something Blasphemous Act struggles with since its only dealing damage
Pump up those beasts with counters, add some more, repeat
Combo = A card that is a piece of a combo deck
Things like Path to Exile, Land Tax and Waste Lands also naturally increase the consistency of decks using basic lands and so even with unlimited duals there are still advantages to the mono coloured decks
While other characters like the Floodborn Mother Gothel released in Shimmering Skies will still be preferred for most decks, Emerald/Amethyst decks that specialize in exerting opposing characters will be able to benefit massively from this ability, enabling them to effectively clear the board if played correctly
